Mr. Cook is a management professional adept at business development, sales management and strategic planning in the Healthcare industry.  He joined ModRN Health in 2018 and has a management role at SAAS Model startup delivering TeleHealth nursing services and mobile device functionality to enhance the patient care coordination effort.  He holds a Bachelor of Science in Business Marketing from Kansas State University.

Dr. William S. Rosenberg attended Harvard Medical. He completed his neurosurgical residency at Massachusetts General Hospital, also located in Boston, in 1993. He is a fellow of the American Association of Neurological Surgery and a diplomat of the American Board of Neurological Surgery.  Dr. Rosenberg left academic neurosurgery in 2002, joining Midwest Neurosurgery Associates, out of a desire for greater focus on patient care and the ability to spend more time with family. In Kansas City, Dr. Rosenberg continued to pursue interests in complex spinal surgery. In addition, he expanded his area of expertise to include the treatment of chronic and cancer-related pain. He brought CyberKnife┬« radiosurgery to the Kansas City area and served as Medical Director for the Menorah Medical Center CyberKnife Center for its first 6 years. Dr. Rosenberg is actively involved in treating patients with such modalities and neuromodulation, intrathecal pharmacotherapy, peripheral nerve, spinal cord, and deep brain stimulation.

Refresher on Part 7 of ERISA – Christyana J. Pham, J.D., US Dept of Labor, Emplpyee Benefits Security Administration

This session will primarily serve as a refresher on Part 7 Affordable Care Act Market Reforms. Topics will include Summary of Benefits and Coverage, Claims and Appeals Processing, Patient Protections Provisions, and a summary of laws contained within Part 7. There will also be discussion of the types of health arrangements that are or are not subject to Part 7 Affordable Care Act Market Reforms and a brief mention of related health regulatory guidance updates.

Christyona Pham has been a Benefits Advisor for the U.S. Department of Labor, Employee Benefits Security Administration (EBSA) since August 2016.  Ms. Pham is part of EBSA's Office of Outreach, Education, and Assistance (OEA).  OEA administers the Participant and Compliance Outreach, Education and Assistance Program. One aspect of the program is providing participant and compliance assistance directly to the public by answering inquiries and complaints received by phone, mail, electronically or in person.  Prior to starting as a Benefits Advisor, Ms. Pham was a student intern for EBSA.  Ms. Pham obtained her B.A. in Psychology at the University of Missouri in 2012 and her J.D. from the University of Missouri-Kansas City School of Law in 2016.

Regulatory Update: A View from the Kansas City Regional Office on Health Enforcement – Leondra Dodd-Arnold, Senior Advisor, Health Investigations, US Department of Labor Health Enforcement Program

This session will include a discussion of the framework for determining a Plan Sponsor’s fiduciary responsibilities in connection with sponsorship and administration of group health employee benefit plans, including: health regulatory guidance updates, health enforcement initiatives, and Part 7 ERISA Self-Compliance Assistance Tools.

 Mrs. Dodd-Arnold graduated from Missouri Western State College, in St. Joseph, Missouri, with a Bachelor of Science in Business Administration in 1991. She joined the U.S. Department of Labor, Pension and Welfare Benefits Administration in 1992. During her career with the Department, she has conducted multiple investigations of plan-level health plans, multiple employer welfare arrangements, and service providers to ERISA-covered welfare plans. Leondra transitioned into her current position as the Kansas City Regional Office’s Senior Advisor for Health Investigations November 2013. She facilitates the oversight and management of the Kansas City Regional Office’s Health Enforcement Program and can be contacted at dodd.arnold.leondra@dol.gov.
